Pre-Purchase Inspections

 

If you are reading this, you have probably already decided that getting a building report prior to purchasing makes extremely good sense and is money well spent.Nowadays it is almost essential, and many banks and insurance companies require them and accept a report from us.A pre-purchase building report is used to identify the condition of the building before the purchase agreement is finalised or becomes unconditional.
We at ASAP Building Inspections Ltd are committed to providing our client with a quality report so they can make a well informed decision. We are independent business owner/operators, not a franchise and are not liaised with a building company, so do not carry out repairs.
Our reports are based on a non-invasive, non-destructive inspection utilizing tools such as moisture meters, a Thermal Image camera and drone, (where applicable) along with our vast knowledge and experience to give the best overview a visual inspection can provide.
If we don’t find many faults you will have gained peace of mind. But if we do find any serious issues, at least you know what repairs you need to budget for in the immediate future, and you still have the option of renegotiating or withdrawing your offer.
If you ask around, you will find we do not provide the cheapest reports in town, and although we are ASAP Building Inspections Ltd, we cannot promise turn-around of reports within 24 hours. Instead, we provide a comprehensive written report, not a tick box one. The report is written specifically for the house we inspect. It includes photos where appropriate and is written in an easy to understand format for our clients. Our reports take several hours of writing after the thorough inspection is carried out.

We use non-invasive moisture meters. This means we do not do invasive or destructive testing without permission from the owners which protects our client and ourselves from any potential claims of wilful damage.
Other tools include a Thermal Imagery camera to assist with finding potential leaks and gaps in insulation, and utilise a Drone to help inspect the roof, important now due to NZ Health and Safety rules.
We have evidence of qualifications and carry appropriate levels of Professional Indemnity Insurance.

We understand buying a property is a huge investment of your well earned money, and that it can also be a stressful time. We strive to be as helpful as we can to provide you with the information you need to make your final decision on the purchase of the property.

Pre-purchase Inspection Options:

Below is a list of our inspection options for a Pre-Purchase building report on a standard residential dwelling.
Note: our definition of a standard residential dwelling consists of up to: 1 kitchen, 2 bathrooms, 2 living areas, bedrooms and one garage. The number of bedrooms includes any office, study or sleep out. Please advise when booking if you are looking at a larger dwelling, or a dwelling with an additional self-contained unit and we can advise on any additional costs. (We reserve the right to invoice appropriately if the description of the property has been misrepresented).
Inspections outside the Nelson/Wakefield/Motueka area may incur a travel charge. Please discuss this with us when inquiring or booking.

Standard Pre-Purchase Inspection:

This is a non-invasive style inspection using moisture meters and when appropriate our Thermal Image Camera. This report mainly covers significant faults, although we also discuss the positives of areas not normally viewed by our client, (i.e. subfloor, roof, attic, etc., where accessible).
The report is done as a written report, with photos where applicable to help explain a comment, and a Certificate of Inspection. We usually e-mail the report, but can supply a hard copy if required.
This inspection is looking at the house as it stands, going everywhere we can go safely and in accordance with the NZ Standard NZS4306:2005 for Residential Property Inspection.

Additional Options:

1) Comprehensive Inspection
Although all our reports are comprehensive this option also includes in the standard report a check for minor faults and defects such as decorative flaws. This can be especially useful if you haven't been through the property yourself, i.e. an out of town buyer. Sometimes this is used by a landlord to obtain a list of minor faults prior to a tenant taking possession. This has an additional cost on top of the price of the Standard report.
2) Council property file check
In addition to either of the above types of report we can research the Council property file and report on the building information in the file, taking approved plans to the site and comparing them to buildings on the property. This report helps to identify any work that may have been carried out that should have had Council approval, i.e. Building Consent or Permit. This can eliminate you being caught out when you come to sell with finding there has been previous unauthorized work. It can also help to provide information on building materials and methods used in the construction.
3) Swap "P" testing
This is not a Lab test, but we use test kits to take swaps to identify the presence of methamphetamine. This test cannot ascertain the extent of the chemical residue, but you would follow up a positive test with a more extensive Lab test.

Time Frames:

We can usually carry out the inspection within five working days of you securing our services but this can vary due to workload. Talk to us to confirm availability when you are booking. We can do a tentative booking while you are waiting for your contract to be signed. All we ask is that you let us know ASAP if your offer is not accepted so we can use the space for another client.
If you are still to make your offer we suggest you try and get your Sales & Purchase Agreement conditions to allow at least 10 working days to get your building report to give you time to digest the information, (10 days is the time frame already written into Clause 9.3 of the Agreement for Sales and Purchase of Real Estate, Ninth Addition 2012).
We provide an e-mailed report. A hard copy is available on request.
Please advise us the date that your contract goes unconditional. Generally the report is emailed within 2 working days after the inspection, or the hard copy in the mail. When Options 1 or 2 are included an additional day may be needed.

Payment:

We invoice after we have sent the report; payment details are on the invoice and we ask for payment within 7 working days. Regretfully, any unpaid accounts may be passed on to a debt collection agency and you may incur additional fees.
Disclaimer
a) This is a report of a visual only, non-invasive inspection of the areas of the building that were readily visible at the time of inspection. The inspection did not include any areas or components which were concealed or closed in behind finished surfaces (such as plumbing, drainage, heating, framing, ventilation, insulation or wiring) or which required the removing of anything which impeded access or limited visibility (such as floor coverings, furniture, appliances, personal property, vehicles, vegetation, debris or soil).
b) As the purpose of the inspection was to assess the general condition of the building based on the limited visual inspection described in (a), this report may not identify all past, present or future defects. Descriptions in this report of the systems or appliances relate to existence only and not adequacy or life expectancy. Any area or component of the building or any item or system not specifically identified in this report as having been inspected was excluded from the scope of the inspection.
c) Building History relates to information currently on the council property file and available for public viewing at the time of the report.
d) This report does not guarantee compliance with any Regulations or Acts.
e) This report is for the sole use of the client.
f) All care is taken to ensure the information supplied in this report is accurate. The writer will not be held responsible for any inaccuracy due to matters beyond its control or for any errors or omissions made in good faith.
g) If you decide against the purchase of the property we reserve the right to on-sell a copy of the report.
